This course will open the large questions on economic development. There will be some theoretical work and some case studies. For example: Why did some countries become rich without help? Other countries have had help and they are still poor. Is there a pattern? Why do so many development strategies fail? Why do failing development programs get tried again and again? What are the strategies that can bring success to countries that are now poor? How does a country become a civil society? Is globalization the problem? Does the WTO help? Do some cultures retard development? Countries in former Soviet areas are "in transition" and some are recovering faster than others. How can the recovery be accelerated?
